Smart manufacturing and AI sit across multiple handbook chapters — Production Management, Digital Innovation, Metal & Mechanical, Information Technology, even Net Zero. The programs below are the cross-chapter stack: pick the ones that fit your operating profile, and you can plausibly compose them into a multi-year smart-factory build-out subsidy. The NT$15M Smart Machinery cluster grant alone covers up to 50% of a typical mid-sized factory's digital-thread build-out cost.
The programs
- SME Investment-Acceleration Implementation Plan Investment-Service Program — up to NT$100M · Small and Medium Enterprise and Startup Administration, Ministry of Economic Affairs. End-to-end fundraising and post-investment management support for SMEs raising capital — for firms with annual revenue under NT$100M or fewer than 200 regular employees.
- SME and Micro-Enterprise Multi-Channel Development Loan Program — up to NT$35M · Small and Medium Enterprise and Startup Administration, Ministry of Economic Affairs. Provides preferential-rate loans through two tracks. Track 1 supports digital transformation, net-zero transition, and channel-expansion projects. Track 2 supports SMEs directly or indirectly hit by U.S. tariff measures.
- Commercial Services Operational Efficiency & Resilience Program — up to NT$20M · Industrial Development Administration, Ministry of Economic Affairs. Two subsidy tracks. Individual-case grants help single stores adopt AI tools, integrate retail price-comparison systems, and roll out point-of-sale upgrades. Integration-case grants help groups of 20–50 stores deploy AI integrated solutions including smart shelf management and IoT-connected store systems.
- Smart Rainforest Industry Creation Program — up to NT$20M · Small and Medium Enterprise and Startup Administration, Ministry of Economic Affairs. Manufacturers in southern Taiwan partner with IT-service vendors and academic institutions according to the site's needs — bringing in 1 manufacturer + 1 tech college + 1 IT vendor per case to demonstrate, propagate, or expand smart-factory deployments.
- Smart Machinery — Industrial Cluster Supply Chain Digital Streaming & AI Application — up to NT$15M · Industrial Development Administration, Ministry of Economic Affairs. Funds the build-out of integrated supply-chain digital systems that combine smart-machinery telemetry, AI, and information-security tooling across a manufacturing cluster.
- SME Manufacturing Succession — AI Application and Digital Transformation — up to NT$8.0M · Industrial Development Administration, Ministry of Economic Affairs. Helps SME manufacturers undergoing a generational handover to design and deploy a transformation blueprint — combining a new business model with AI and digital tooling that upgrades both the supply chain and customer-facing channels.
- Commercial Services Data-Driven Value Creation Program — up to NT$6.0M · Commerce Development Administration, Ministry of Economic Affairs. Funds the deployment of at least two AI technologies or tools that drive analytics-led decision-making — strengthening either AI-powered operations or low-carbon sustainable business models.
- Medical Device Industry Development & Cross-Domain Integration Program — up to NT$5.0M · Industrial Development Administration, Ministry of Economic Affairs. Advisory and counseling for the medical device sector — covering market launch, cross-sector integration, real-world field deployment, and international market expansion.
- Commercial Services Robotics Demonstration Application Program — up to NT$4.0M · Commerce Development Administration, Ministry of Economic Affairs. Funds the deployment of multi-robot, service-oriented smart-robot systems in real commercial-service venues — accelerating sector-wide automation, easing labour shortages, and lifting the value of human staff hours.
- Fastener and Rotating-Parts Innovation Program — up to NT$2.5M · Industrial Development Administration, Ministry of Economic Affairs. Supports new-fastener product development, process optimization, production-line equipment upgrades, supply-chain process modernization, and smart manufacturing value-add.
- Outdoor & Leisure Textiles Manufacturing — Digital Transformation Value-Add Program — up to NT$2.5M · Industrial Development Administration, Ministry of Economic Affairs. Funds and hands-on services that help outdoor/leisure textile manufacturers digitalise their operations — connecting them to industry associations, in-plant diagnostic visits, software-based productivity upgrades, network-driven transformation models, and dissemination of best practice.
- Smart Machinery Industry Smart Upgrade & International Linkage Program — up to NT$2.5M · Industrial Development Administration, Ministry of Economic Affairs. Drives smart-machinery makers to adopt AI, industrial robotics, and international communication standards — modernizing manufacturing processes, strengthening global supply-chain linkages, and lifting value-add.
- Manufacturing Sector Net-Zero Transition Program — up to NT$1.2M · Industrial Development Administration, Ministry of Economic Affairs. Two-tier model in which one lead 'centre factory' partners with multiple supply-chain factories to jointly apply. Coordinated through Taiwan Research Institute as the intake window. Funds the full cycle — counseling diagnosis, low-carbon equipment investment, and verified emissions reductions.
- Smart Electric Vehicle Industry Counseling & Promotion Program — up to NT$1.0M · Industrial Development Administration, Ministry of Economic Affairs. Combines public R&D institutes to coach companies in lifting the competitiveness of EV finished vehicles or key system components — getting them into car-OEM supply chains and into export markets.
- Vehicle Industry Transformation & International Competitiveness Program — up to NT$1.0M · Industrial Development Administration, Ministry of Economic Affairs. Targets the EV/auto value chain: helps automakers integrate domestic smart-electrical systems into export vehicle models; supports component and software makers to combine AI and smart-vehicle-electronics tech in R&D to win international certification and tier-1 vehicle-OEM design wins; and strengthens production processes to lift quality and global competitiveness.
