Taiwan's pharmaceutical-and-medical-device cluster has shifted from generic manufacturing toward higher-value process technology, sterile manufacturing, and regulatory-pathway services. The FY2026 handbook reflects this shift: at least a dozen programs target pharma and medtech entrants directly, ranging from process-modernization subsidies to international market-entry counseling. The eligibility filter is consistent — PIC/S GMP-certified facilities or companies developing toward that certification.
The programs
- Innovative Medical Products Market-Access Value-Enhancement Program — up to NT$6.0M · Industrial Development Administration, Ministry of Economic Affairs. End-to-end medical-product market access: drives domestic adoption, runs clinical-validation projects (including digital-health), provides feasibility advisory, connects products to Taiwan hospitals for clinical trials, and supports international rollout via overseas-field linkage.
- Medical Device Industry Development & Cross-Domain Integration Program — up to NT$5.0M · Industrial Development Administration, Ministry of Economic Affairs. Advisory and counseling for the medical device sector — covering market launch, cross-sector integration, real-world field deployment, and international market expansion.
- High-Value Pharmaceuticals Development & New-Process Technology Expansion Program — up to NT$1.5M · Industrial Development Administration, Ministry of Economic Affairs. Two tracks: technology counseling that helps producers develop new drug-product lines including pilot scale-up feasibility, and regulatory counseling that walks new dosage forms through the registration pathway.
- Consumer Products — Plastics & Biomedical Products Low-Carbon Transition Program — up to NT$350K · Industrial Development Administration, Ministry of Economic Affairs. Expert teams audit plastics and biomedical manufacturers' carbon footprint, surface emissions gaps, build out carbon-management capacity, introduce low-carbon process technology, and feed companies the latest low-carbon transition information.
- Critical Medical Materials Supply-Chain Readiness Program · Industrial Development Administration, Ministry of Economic Affairs. Builds Taiwan's domestic critical-medical-materials supply chain — develops core technologies, matches firms with end-user hospitals, and expands market reach for medical materials.
- Emerging Biomedical Industry Development & Internationalization Program · Industrial Development Administration, Ministry of Economic Affairs. Provides a one-stop window for the biotech industry — 1-day intake plus 1-month case-flow service — and publishes the annual biotech industry white paper.
- Home-Based Medical Technology Industry Optimization & Adoption Program · Industrial Development Administration, Ministry of Economic Affairs. Four sequential counseling stages from early diagnosis and planning, through product-design support and pilot-site validation, to business-model optimization.
- Medical Device Industry Innovation Transformation & Market Expansion Program · Industrial Development Administration, Ministry of Economic Affairs. Three tracks: technology counseling to clear technical bottlenecks for cross-domain device development and speed clinical introduction; cross-domain validation that supports joint innovation and clinical-effectiveness studies; and international market-entry support, including regulatory document preparation and validation for foreign markets.
- Pharmaceutical Industry Innovation & Process Smart-Upgrade Transformation Program · Industrial Development Administration, Ministry of Economic Affairs. Two tracks: technology counseling — expert teams help pharmaceutical plants execute concrete smart-upgrade plans; and regulatory counseling — guides the formal regulatory pathway for upgraded processes.
- Pharmaceutical Industry Vertical Integration & Resilience Program · Industrial Development Administration, Ministry of Economic Affairs. Strengthens Taiwan's pharmaceutical supply chain by integrating local manufacturing and pushing toward self-sufficiency in critical raw materials. Helps companies harden both upstream sourcing and downstream technical capability.

For European or US pharma considering Taiwan as a regional manufacturing or clinical-trial base, this is the operational starting point. The programs below stack: a single qualifying company can plausibly capture funding from three or four simultaneously. Strategic intelligence reports analysing specific vertical entry paths (e.g., sterile injectables, medical-device clinical trials) are available on request.
