Beyond the broader Net Zero Emissions chapter, the FY2026 handbook carries a tight set of energy-focused programs aimed at specific technology development paths. The Geothermal Power Demonstration Incentive alone reimburses up to 50% of survey and drilling costs to NT$100M per project — one of the largest single subsidy ceilings in the entire handbook. Energy storage, offshore wind, and waste-heat recovery each have dedicated programs.
The programs
- Geothermal Power Generation Demonstration Incentive — up to NT$100M · Energy Administration, Ministry of Economic Affairs. Shares the investment risk of building geothermal power plants by reimbursing a portion of surface-survey and well-drilling costs. The intent is to accelerate private-sector geothermal capacity additions.
- MOEA Energy Administration — Industry Energy-Efficiency R&D Program — up to NT$50M · Energy Administration, Ministry of Economic Affairs. Funds high-quality R&D projects in the energy-tech space — innovative technology development, system integration, or demonstration validation that beats prevailing domestic and international benchmarks and pulls the wider industry forward.
- Waste-Heat and Waste-Cold Recovery Technology Demonstration Subsidy — up to NT$5.0M · Energy Administration, Ministry of Economic Affairs. Subsidises feasibility studies and demonstration deployments of waste-heat and waste-cold recovery technologies — applicable to full-plant or sectional retrofits using newly installed equipment only.
- Energy-Storage Systems & Equipment Industry Counseling Program — up to NT$1.5M · Industrial Development Administration, Ministry of Economic Affairs. A review committee approves a counseling subsidy capped at NT$1,500,000 with 50% applicant cost-share. Annual intake opens 1 February; project flow runs February through December with progress reviews along the way.
- MOEA Stationary Fuel-Cell Power System Installation Subsidy — up to NT$500K · Energy Administration, Ministry of Economic Affairs. Subsidises the installation of commercial-scale stationary fuel-cell power systems — broadening Taiwan's domestic energy mix and accelerating diversified power infrastructure.
- Consumer Products — Plastics & Biomedical Products Low-Carbon Transition Program — up to NT$350K · Industrial Development Administration, Ministry of Economic Affairs. Expert teams audit plastics and biomedical manufacturers' carbon footprint, surface emissions gaps, build out carbon-management capacity, introduce low-carbon process technology, and feed companies the latest low-carbon transition information.
- Cement & Building Materials Industry Low-Carbon Transition Program — up to NT$300K · Industrial Development Administration, Ministry of Economic Affairs. Helps cement and building-material manufacturers invest in low-carbon process technology and process-optimization work — delivering technical advisory and process-improvement recommendations.
- Paper Industry Supply-Chain Low-Carbon Transition Program — up to NT$300K · Industrial Development Administration, Ministry of Economic Affairs. Helps paper-industry firms invest in low-carbon process technology and process-optimization feasibility services, plus delivers process-improvement recommendations and validation diagnosis.
- Low-Carbon Enterprise Export Capability Counseling Program · International Trade Administration, Ministry of Economic Affairs. Equips Taiwanese exporters to navigate the global low-carbon regulatory landscape (carbon border adjustments, ESG disclosure) and surface low-carbon buyers and platforms — including a digital CBAM filing tool.
- Offshore Wind Power Industry Counseling & Low-Carbon Technology Promotion Program · Industrial Development Administration, Ministry of Economic Affairs. Counsels suppliers on energy-saving and carbon-reduction technology for systems and components, plus low-carbon product design and process improvement — strengthening Taiwan's offshore-wind supply-chain decarbonization.
- Petrochemical Industry Low-Carbon Transition Promotion Program · Industrial Development Administration, Ministry of Economic Affairs. Low-carbon technology advisory plus on-site counseling to help petrochemical firms adopt low-carbon process technology, run process-improvement projects, and accelerate the sector's competitive low-carbon transition.
- SME Manufacturing Low-Carbon Counseling Program · Industrial Development Administration, Ministry of Economic Affairs. End-to-end low-carbon counseling for SME manufacturers — covering carbon-inventory measurement, identification of reduction hot spots, energy-saving technology guidance, smart-precision retrofits, and (free of charge) carbon-inventory and self-emissions-reduction counseling.

These programs are designed for capital-heavy energy infrastructure projects with multi-year payback. Foreign-invested clean-energy developers operating Taiwan subsidiaries should treat this list as the operational subsidy map; combined with Taiwan's FIT-replacement competitive auction mechanism, the all-in unit economics are increasingly competitive with North Asian alternatives.
