Taiwan's Ministry of Economic Affairs has earmarked 16 distinct programs in Net Zero Emissions (淨零排放) for fiscal year 2026 — geothermal demonstration incentives, low-carbon transition counseling, energy-management deep dives, offshore wind, and the rest of the carbon-cut subsidy lattice. Below is the full list, with English-language summaries and direct contact details for each.
The largest subsidy ceiling in this chapter is NT$100M per project. Every program below carries its own eligibility bar and application window — verify terms with the issuing agency before you build a budget around them.
The programs
- Geothermal Power Generation Demonstration Incentive — up to NT$100M · Energy Administration, Ministry of Economic Affairs. Shares the investment risk of building geothermal power plants by reimbursing a portion of surface-survey and well-drilling costs. The intent is to accelerate private-sector geothermal capacity additions.
- MOEA Energy Administration — Industry Energy-Efficiency R&D Program — up to NT$50M · Energy Administration, Ministry of Economic Affairs. Funds high-quality R&D projects in the energy-tech space — innovative technology development, system integration, or demonstration validation that beats prevailing domestic and international benchmarks and pulls the wider industry forward.
- Energy-Savings Performance-Contract Demonstration and Promotion Subsidy — up to NT$15M · Energy Administration, Ministry of Economic Affairs. Subsidises the use of Energy Savings Performance Contracts (ESPCs) — pay-for-performance retrofit deals delivered by ESCOs — to spread the model across more sites and lift overall energy efficiency.
- Motor and Public Utility Equipment Subsidy — up to NT$15M · Energy Administration, Ministry of Economic Affairs. Encourages energy users to swap in high-efficiency motors and public-utility equipment — lifting sector-wide productivity and overall energy efficiency through deeper deployment of high-efficiency power-and-utility equipment.
- Commercial Services Energy-Saving Equipment Subsidy Program — up to NT$5.0M · Commerce Development Administration, Ministry of Economic Affairs. Subsidises commercial-service businesses to swap in (1) new equipment carrying the top-tier energy-efficiency rating, or (2) products meeting the program's recognised efficiency standards. Each applicant must put up 50% of the equipment cost, with caps per unit and per applicant.
- Waste-Heat and Waste-Cold Recovery Technology Demonstration Subsidy — up to NT$5.0M · Energy Administration, Ministry of Economic Affairs. Subsidises feasibility studies and demonstration deployments of waste-heat and waste-cold recovery technologies — applicable to full-plant or sectional retrofits using newly installed equipment only.
- Manufacturing Sector Net-Zero Transition Program — up to NT$1.2M · Industrial Development Administration, Ministry of Economic Affairs. Two-tier model in which one lead 'centre factory' partners with multiple supply-chain factories to jointly apply. Coordinated through Taiwan Research Institute as the intake window. Funds the full cycle — counseling diagnosis, low-carbon equipment investment, and verified emissions reductions.
- MOEA Stationary Fuel-Cell Power System Installation Subsidy — up to NT$500K · Energy Administration, Ministry of Economic Affairs. Subsidises the installation of commercial-scale stationary fuel-cell power systems — broadening Taiwan's domestic energy mix and accelerating diversified power infrastructure.
- MOEA Energy Administration — Energy-Saving Label — up to NT$1K · Energy Administration, Ministry of Economic Affairs. Certifies products whose energy efficiency exceeds the published baseline — driving consumer demand for higher-efficiency goods and pushing manufacturers to invest in advanced energy-saving product R&D.
- Large Energy User — Energy-Saving Technical Counseling · Energy Administration, Ministry of Economic Affairs. Offers a four-track technical-counseling service for large industrial and service-sector energy users — on-site diagnosis, post-deployment audit, online consulting, and contract-capacity assessment.
- Low-Carbon Enterprise Export Capability Counseling Program · International Trade Administration, Ministry of Economic Affairs. Equips Taiwanese exporters to navigate the global low-carbon regulatory landscape (carbon border adjustments, ESG disclosure) and surface low-carbon buyers and platforms — including a digital CBAM filing tool.
- Manufacturing Energy Management Demonstration Counseling Program · Industrial Development Administration, Ministry of Economic Affairs. Three counseling tracks for industrial energy management: ISO 50001 build-out, demonstration teams, and integrated multi-site counseling.
- Manufacturing GHG Management — Response and Adaptation Program · Energy Administration, Ministry of Economic Affairs. Provides one-on-one on-site advisory visits to manufacturers covered by Taiwan's GHG inventory and voluntary-reduction reporting regime — building internal capacity, reviewing reports, and helping firms develop product carbon-footprint data.
- Service-Industry Deep Energy-Saving Counseling Program · Energy Administration, Ministry of Economic Affairs. Bundles four service-sector decarbonisation services into one program: energy-saving diagnostic counseling, GHG verification demonstration, voluntary-reduction project demonstration, and carbon-footprint certification.
- SME Energy User — Energy-Saving Diagnostic Service · Energy Administration, Ministry of Economic Affairs. Operates a local-language Energy-Saving Diagnostic Service Centre that helps SME energy users diagnose their equipment usage patterns and surface concrete energy-reduction actions.
- SME Manufacturing Low-Carbon Counseling Program · Industrial Development Administration, Ministry of Economic Affairs. End-to-end low-carbon counseling for SME manufacturers — covering carbon-inventory measurement, identification of reduction hot spots, energy-saving technology guidance, smart-precision retrofits, and (free of charge) carbon-inventory and self-emissions-reduction counseling.
