Small and mid-sized manufacturers with consolidated revenue under NT$3 billion (the cap is relaxed to NT$10 billion for designated "backbone" mid-tier enterprises).

Program structure
Four required proposal pillars
- Supply chain — Define how the cluster's supply chain will be wired together — application methods and which information systems will be deployed.
- Collaboration model — The lead applicant and its supply-chain partners must jointly deploy communication systems and explain how they resolve a concrete operational problem.
- Smart machinery — Include at least two of: big data, visual management, sensor applications, IoT, cyber-physical integration, or custom apps built on top of machine telemetry.
- Artificial intelligence — Data-collection methodology, machine-learning / deep-learning evaluation, and an evaluation of candidate AI algorithms.
- Information security — Cybersecurity coverage across network, application, and device layers (hardware, software, management practices, and staff training), plus a designated security-personnel plan.
