The programs
- Geothermal Power Generation Demonstration Incentive — up to NT$100M · Energy Administration, Ministry of Economic Affairs. Shares the investment risk of building geothermal power plants by reimbursing a portion of surface-survey and well-drilling costs. The intent is to accelerate private-sector geothermal capacity additions.
- SME Investment-Acceleration Implementation Plan Investment-Service Program — up to NT$100M · Small and Medium Enterprise and Startup Administration, Ministry of Economic Affairs. End-to-end fundraising and post-investment management support for SMEs raising capital — for firms with annual revenue under NT$100M or fewer than 200 regular employees.
- Strategic Manufacturing Investment Acceleration — Phase II Program — up to NT$100M · Industrial Development Administration, Ministry of Economic Affairs. Operationalizes the Executive Yuan's economic-strengthening initiative — focuses on the Five Trusted Industries and Six Core Strategic Industries; encourages private and outbound investment to meet policy targets, with manufacturing-sector emphasis.
- Strategic Service-Industry Investment Acceleration — Phase II Program — up to NT$100M · Industrial Development Administration, Ministry of Economic Affairs. Operationalizes the Executive Yuan's economic-strengthening initiative — focuses on the Five Trusted Industries and Six Core Strategic Industries; encourages private and outbound investment to meet policy targets.
- MOEA Energy Administration — Industry Energy-Efficiency R&D Program — up to NT$50M · Energy Administration, Ministry of Economic Affairs. Funds high-quality R&D projects in the energy-tech space — innovative technology development, system integration, or demonstration validation that beats prevailing domestic and international benchmarks and pulls the wider industry forward.
- SME and Micro-Enterprise Multi-Channel Development Loan Program — up to NT$35M · Small and Medium Enterprise and Startup Administration, Ministry of Economic Affairs. Provides preferential-rate loans through two tracks. Track 1 supports digital transformation, net-zero transition, and channel-expansion projects. Track 2 supports SMEs directly or indirectly hit by U.S. tariff measures.
- Commercial Services Operational Efficiency & Resilience Program — up to NT$20M · Industrial Development Administration, Ministry of Economic Affairs. Two subsidy tracks. Individual-case grants help single stores adopt AI tools, integrate retail price-comparison systems, and roll out point-of-sale upgrades. Integration-case grants help groups of 20–50 stores deploy AI integrated solutions including smart shelf management and IoT-connected store systems.
- Smart Rainforest Industry Creation Program — up to NT$20M · Small and Medium Enterprise and Startup Administration, Ministry of Economic Affairs. Manufacturers in southern Taiwan partner with IT-service vendors and academic institutions according to the site's needs — bringing in 1 manufacturer + 1 tech college + 1 IT vendor per case to demonstrate, propagate, or expand smart-factory deployments.
- Energy-Savings Performance-Contract Demonstration and Promotion Subsidy — up to NT$15M · Energy Administration, Ministry of Economic Affairs. Subsidises the use of Energy Savings Performance Contracts (ESPCs) — pay-for-performance retrofit deals delivered by ESCOs — to spread the model across more sites and lift overall energy efficiency.
- Motor and Public Utility Equipment Subsidy — up to NT$15M · Energy Administration, Ministry of Economic Affairs. Encourages energy users to swap in high-efficiency motors and public-utility equipment — lifting sector-wide productivity and overall energy efficiency through deeper deployment of high-efficiency power-and-utility equipment.

These are the programs to anchor a Taiwan investment thesis around. Any foreign-invested company evaluating expanded Taiwan operations should map their planned capex against this list first — the larger ceilings often come with multi-year cost-share structures that materially change the cash-flow shape of the build.
