Eligibility
Taiwanese sole proprietorships, partnerships, or companies in the manufacturing sector. Must hold valid factory registration (or competent-authority equivalent if factory registration is waived).
What’s offered
End-to-end low-carbon counseling for SME manufacturers — covering carbon-inventory measurement, identification of reduction hot spots, energy-saving technology guidance, smart-precision retrofits, and (free of charge) carbon-inventory and self-emissions-reduction counseling.

- Applicants for the carbon-inventory verification and voluntary-reduction tracks cannot be on the Ministry of Environment's first or second batch of mandatory GHG-reporting emission sources.
Program structure
Low-carbon counseling services
- Carbon inventory measurement — Measure GHG emissions, identify reduction hot spots, and complete the emissions register.
- Energy-saving technology guidance — Provide energy-saving technology guidance, equipment selection, and improve plant energy-use efficiency.
- Per Ministry of Environment GHG verification — Includes voluntary-reduction track aligned with national methodology.
- Voluntary-reduction counseling — Provides advisory services on emissions-reduction projects, technical mentoring, and credit-claim preparation.
- Smart-precision retrofit counseling — Helps factories deploy energy-monitoring and management systems and full-plant energy-use platforms to lift overall efficiency.
