Taiwan's Ministry of Economic Affairs has earmarked 13 distinct programs in Production Management (生產管理) for fiscal year 2026 — supply-chain digital streaming, smart machinery, green factory certification, and industrial-symbiosis programs that subsidise the core of modern manufacturing. Below is the full list, with English-language summaries and direct contact details for each.

The largest subsidy ceiling in this chapter is NT$20M per project. Every program below carries its own eligibility bar and application window — verify terms with the issuing agency before you build a budget around them.

The programs

  • Commercial Services Operational Efficiency & Resilience Program — up to NT$20M · Industrial Development Administration, Ministry of Economic Affairs. Two subsidy tracks. Individual-case grants help single stores adopt AI tools, integrate retail price-comparison systems, and roll out point-of-sale upgrades. Integration-case grants help groups of 20–50 stores deploy AI integrated solutions including smart shelf management and IoT-connected store systems.
  • Smart Machinery — Industrial Cluster Supply Chain Digital Streaming & AI Application — up to NT$15M · Industrial Development Administration, Ministry of Economic Affairs. Funds the build-out of integrated supply-chain digital systems that combine smart-machinery telemetry, AI, and information-security tooling across a manufacturing cluster.
  • Southern Taiwan Commerce Services Operating Excellence Program — up to NT$300K · Industrial Development Administration, Ministry of Economic Affairs. Helps southern-Taiwan commerce-service operators upgrade. Operators can apply individually or jointly with partners, and may submit projects across four "new" categories — new products, new business models, new channels, or other cross-domain innovations.
  • Green Factory Promotion Program — up to NT$8K · Industrial Development Administration, Ministry of Economic Affairs. Three lanes: (1) compliance audit for the official Green Factory Label and Cleaner Production designation, (2) free Green Factory workshops, and (3) registration of sustainability technical-service providers on the public services-volume registry.
  • Creative Lifestyle Industry Development Program · Industrial Development Administration, Ministry of Economic Affairs. Two streams of support. First, an Industry Value Uplift track that provides advisory and diagnostic consulting on operations, talent, financing, and government resource matching. Second, a Creative Lifestyle Project track that helps designated enterprises build market-facing experience-economy ecosystems by connecting them with cross-sector, cross-organizational resources.
  • Enterprise Operating Quality Uplift Program · Industrial Development Administration, Ministry of Economic Affairs. Two pillars. First, a National Quality Award program that recognizes companies, teams, and individuals demonstrating excellence in operating management. Second, a Quality Uplift counseling program providing on-site visits, diagnostics, and TQM-based intervention to help firms upgrade their operations.
  • Factory Smart Disaster-Prevention Technology Uplift Program · Industrial Development Administration, Ministry of Economic Affairs. Three counseling tracks — factory safety management, smart-management technology adoption, and advanced chemical-operations safety. Each track covers initial diagnosis, on-site remediation, repeat counseling, and outcome reporting. Fully subsidized (no co-payment).
  • Industrial Green & Smart Technology Uplift Program · Industrial Development Administration, Ministry of Economic Affairs. Provides free diagnostic resources plus full-factory and targeted counseling. Services include technology transfer, production-line optimization, energy management, on-site diagnostics, public-credibility assessment, and supplier matching to help manufacturers green up and digitize.
  • Industrial Green Trend Promotion Program · Industrial Development Administration, Ministry of Economic Affairs. Provides advisory and demonstration counseling on industrial green-tech topics: waste-gas recovery and low-carbon water-circulation, biomass-resource recovery from industrial wastewater, and demonstration projects deploying low-carbon, smart water-circulation technologies and bioenergy from process wastewater.
  • Industrial Symbiosis & Resource Circularity Program · Industrial Development Administration, Ministry of Economic Affairs. Promotes resource circularity and industrial symbiosis between firms. Pairs companies that have surplus or by-product resources with firms that can use them — including site visits, expert diagnostic consulting, scheduling, on-site diagnosis, and written diagnostic reports.
  • Resource Regeneration Industry Competitiveness Uplift Program · Industrial Development Administration, Ministry of Economic Affairs. Five counseling tracks delivered as free resources: carbon footprint, low-carbon transformation, secondary-materials application, reuse / high-value-add applications, and international-standards alignment.
  • Smart Petrochemical Sustainable Development Program · Industrial Development Administration, Ministry of Economic Affairs. Combines on-site diagnostics, needs assessment, preliminary planning, and resource matching for petrochemical and chemical operators. Expert teams make at least 2 needs-assessment visits and up to 3 deep-counseling visits. Provides feasibility-validation, project optimization, subsidy information, and access to multi-domain smart-tech courses and an industry-knowledge matching platform.
  • Specific Factory Cluster Industry Technology Uplift Promotion Program · Industrial Development Administration, Ministry of Economic Affairs. Combines site-visit diagnostics, on-site evaluation by an expert review panel, themed awards, and cross-domain counseling plus marketing promotion. Integrates counseling and marketing resources across sectors, runs cross-sector matchmaking events, and offers training-based counseling for cluster-based industries.
