Eligibility
Commercial-services operators based in southern Taiwan. The program centers on a low-carbon, sustainability theme — integrating low-carbon products and services with market-facing business development.
What’s offered
Helps southern-Taiwan commerce-service operators upgrade. Operators can apply individually or jointly with partners, and may submit projects across four "new" categories — new products, new business models, new channels, or other cross-domain innovations.

- Individual application subsidy
- Single-company applicant executes at least 2 project items; minimum NT$100,000 per case (tax-inclusive).
- Joint application subsidy
- Two or more companies file jointly — must include a new product plus 2 counseling items plus a cross-domain collaboration component; minimum NT$300,000 per case (tax-inclusive).

Who can apply
- Companies registered under the Company Act, Business Registration Act, or Limited Partnership Act whose business address is in southern Taiwan (Chiayi County, Chiayi City, Tainan City, Kaohsiung City, Pingtung County) and that fit the commercial-services program scope.
Counseling scope — Four New + Cross-Domain
- New product (required) — Single-application requires at least 1 new-product item; joint application requires 2.
- New business model — Rethinking the operating or revenue model.
- New channels — Opening new sales or distribution channels.
- Other innovations — Other transformation items not covered above.
- Cross-domain collaboration — Required for joint-application track — must include cross-domain partnership.
