Eligibility
Companies registered under the ROC Company Act with no major adverse credit record, holding PIC/S GMP certification (or contracting with PIC/S GMP-certified sterile manufacturing partners).
What’s offered
Strengthens Taiwan's pharmaceutical supply chain by integrating local manufacturing and pushing toward self-sufficiency in critical raw materials. Helps companies harden both upstream sourcing and downstream technical capability.

Program structure
Required activities
- Develop new pharmaceutical formulations or APIs flagged as priorities by the competent authority, or launch Taiwan's first generic equivalent of an existing drug.
- Or: take an existing approved drug or contracted product and add in-house R&D / raw-material capability so the API supply becomes vertically integrated.
Technical upgrades supported
- Process retrofit technology — Adopt advanced manufacturing processes or higher-tier technology platforms.
- Upstream/downstream supply-chain integration — Integrate domestic raw materials with new starting materials; substitute locally produced raw materials in as the second-source supply.
