Domestic companies established under the Company Act that work in (or want to enter) the home-based medical technology sector — specifically the two core areas of "smart medical devices" and "in-home care services."

Four sequential counseling stages from early diagnosis and planning, through product-design support and pilot-site validation, to business-model optimization.

Service tracks & subsidy ceilings
- Diagnosis & planning — Up to NT$3,000,000 per case.
- Product-design service support — Up to NT$1,000,000 per case.
- Field validation & pilot trials — Up to NT$3,000,000 per case (entry tier) or NT$6,000,000 (deeper tier).
- Business-model optimization — Up to NT$5,000,000 per case.
