Commercial-district organisations registered under the Civil Associations Act or the relevant local-government statutes.
What’s offered
Helps commercial-district organisations and their member stores adopt digital tools, train digital-savvy talent, and link up via shared digital infrastructure.

Program structure
Tiered counseling — by digital maturity
- Basic adoption — Stores that have not yet undertaken digital counseling. Free of charge. Use of 1 or more digital tools.
- Digital application — Already using digital tools — apply for AI counseling. Use of 1 or more digital tools.
Counseling rules
- Basic adoption tier — district stores that have not received digital counseling in the past 110–114 'Smart Commerce Digital Counseling' cycles.
- Stores already using digital tools may apply for AI-counseling counseling.
- Each district may submit up to 9 stores (≥ 1 must be a key brand store) — i.e., up to 10 stores per district, with the digital-application track making up no more than 20%.
